Also, during cold weather times the heat is an absolute necessity and if there are problems with it, it may create intolerable living conditions for renters.

Therefore, if you rent an apartment make sure that everything is working properly.. If the renter addresses these issues with the owner, and still does not get satisfaction, they have the right to contact the Department of Housing and see what remedies they can provide to fix the situation.

Sometimes, there are cases or inconvenient situations about could not be controlled by a renter or leasing agent. But other times, the leasing agent may breaks rules on the contract. In these cases, the Department of Housing may be called in and enforce maintenance codes so that the renter is not in a dangerous or unsafe situation.
